POST 21/04 : ENVIRONMENTAL OFFICER SPECIALISED PRODUCTION: SUSTAINABLE
AQUACULTURE MANAGEMENT REF NO: 203/2013
Directorate: Sustainable Aquaculture Management

SALARY : R269 184 per annum (All inclusive remuneration package)
CENTRE : Cape Town
REQUIREMENTS : Applicants must be in possession of a National diploma/degree in Natural
Sciences. Experience in natural resource management, fisheries management
and/or aquaculture management. Knowledge of the Marine Living Resources Act,
1998 (Act 18 of 1998) (MLRA) and the regulations promulgated thereunder as
well as Departmental policies with special reference to aquaculture. Extensive
knowledge of aquaculture and the management thereof. Experience in the 5

supervision of staff as well as database and information management. Proven
experience in stakeholder engagement. Project management skills and
experience. Knowledge of financial management and related legislation within the
Public Sector. Communication (verbal and report writing) and problem solving
skills. Good administration skills and an understanding of Public Service systems
and procedures. Computer skills in MS Office Software. Ability to work well under
pressure and extended hours. A valid driver’s licence and the willingness to travel.
DUTIES : The incumbent will assist in the management, communication and co-ordination
of the administrative and regulatory processes of rights, permits and exemptions
in the aquaculture sector by applying the MLRA as well as regulations
promulgated thereunder and Departmental policies. Provide advice on the
implementation of legislation (MLRA) and its regulations as well as other
legislation relevant to aquaculture. Manage the compilation and issuing of marine
aquaculture rights, permits, vessel licences and exemptions. Promote
environmental education and awareness through marine aquaculture. Provide
advice regarding the assessment evaluation of new rights’ applications for marine
aquaculture. Monitor compliance with relevant legislation and permit conditions.
Co-ordinate and facilitate stakeholder interactions within the South African
aquaculture sector. Assist in the management and co-ordination of Departmental
Aquaculture fora, e.g. the Marine Aquaculture Working Group (MAWG) and the
Marine Aquaculture Industry Liaison (MAIL). Provide support in managing the
administrative activities within the Directorate: Sustainable Aquaculture
Management, including the supervision of staff.
