ASSISTANT DIRECTOR: HEALTH SUPPORT (PROVINCIAL COMMUNITY- BASED RESPONSE PROGRAMME MANAGER)

POST 21/162 : ASSISTANT DIRECTOR: HEALTH SUPPORT (PROVINCIAL COMMUNITY-BASED RESPONSE PROGRAMME MANAGER)
(3 Months Contract)
(Head office, Cape Town)

SALARY : R252 144 per annum plus 37% in lieu of service benefits
CENTRE : Directorate: Community Based Programmes, Norton Rose house
REQUIREMENTS : Minimum educational qualifications: Health- related Degree/National
Diploma/Public Administration or equivalent qualification. Experience:
Appropriate working experience in community development or NPO sector.
Inherent requirement of the job: A valid (Code B) driver’s licence and willingness
to travel. Competencies (knowledge/skills): Knowledge of the strategic plan for
HIV/AIDS/TB/STIS. Knowledge about legislation, policies and protocols related to
public health. Good co-ordination, project management and excellent computer
skills. Ability to do report writing and conduct meetings. Good verbal, written,
interpersonal and communication skills. Administrative and financial
management skills. Ability to work in a team environment. 92

DUTIES : Key result areas/outputs: This is a performance-based contract post funded by
the global fund until 30 September 2013, with a renewal possibility, and will
involve the following responsibilities: Plan, manage, facilitate and sustain the
implementation of the Community-Based Response (CBR) programme of the
global fund in all districts. Co-ordinate the effective, efficient and sustainable
financial planning and control of CBR funding. Facilitate the development of
protocols and guidelines to support the implementation of the CBR programme.
Facilitate district training for sub-district management teams, NGO’s on
organisational development, needs assessment, project management, monitoring
and evaluation. Effective and efficient monitoring and evaluation of the CBR
projects and multi-sectorial action teams (MSATs). Work jointly with the other
Directorates and Provincial health promotion on inter-sectorial collaboration.
